Westminster was the second colony established in Orange County. The founding father was a Presbyterian minister named Lemuel P. Webber who purchased 6,000 acres of the Stearns Ranch and offered 40 acre farm plots to any and all who wanted to establish a community of "upstanding moral values and temperance."! Beginning with Canadians, English, Belgians, and Germans, the city today has a large diversity of cultures. The Westminster legacy is the obvious reason that in 1996 the city was recognized with only 10 other U.S. cities as an "All American City."

It is a city always looking toward the future for business and economic growth. It is a shopper's paradise with so many familiar and unusual places to visit. The busy Westminster Mall has notable anchor stores such as Sears, Penny's, Robinson May and Best Buys. The Westminster Center offers Home Depot and with city redevelopment money the old Hi-Way 39 Drive-in Theater is being transformed into a large center featuring Wal-Mart.

Probably the most exciting shopping and culinary area of town is "Little Saigon" Located in the heart of the city encompassing a mile long strip of Bolsa Ave. is this colorful major tourist attraction. Little Saigon represents the largest concentration of shops, restaurants, antique stores, grocery stores and Vietnamese cultural amenities in the world outside of Vietnam. These enthusiastic new Yanks are currently planning a monument to the memory of those killed in the Vietnam War.

The state in 1996 counted 26,276 housing units, of which 14,456 were single-family detached, 2,035 single attached, 6,863 multiples, and 2,922 mobile homes. Most homes are single story.

Children attend Westminster Elementary School District and also Ocean View and Garden Grove school districts. There are 20 neighborhood parks, cultural arts programs, senior center, city hall rose garden, Boys and Girls Club and Little Theater.
